This topic has been a sore point for many users of PayPal who are not US citizens. The vast majority of them have always had an issue withdrawing their money from PayPal other than via a cheque or spending their money on purchasing items.

The ability to withdraw money to a bank account is limited to only persons that have a US bank account. Of course, this has caused unending frustration for those non-US PayPal users who end up having loads of cash just sitting there, unable to fully access it.
